Not shown above (no stated capital floor): Category 1 (strategic-priority chip design, RFP-based via C-DAC), Category 9 (R&D for advanced semiconductor technologies, up to 75% of project cost, open to semiconductor companies alone or in consortium with academia), and Category 10 (talent development, restricted to academic institutions, R&D organisations and training bodies — not open to companies at all). Category 2 is sized-in below because it is the one category built specifically for MSMEs and startups.

Design of Semiconductor IPs, Chips & SoCs for the Commercial Sector
Open to Indian-incorporated companies owned/controlled by Indian citizens or OCIs. No minimum capital investment threshold stated.
Design Infrastructure Support (DIS)
Centralised access, not cash
National EDA Tools Grid, Multi-Project Wafer (MPW) fabrication, IP cores, Compute Sub-Systems, post-silicon validation — on vendor-contract terms.
P-DLI · Seed Funding
Up to ₹15 crore
Milestone-linked advance seed funding: 50% of project cost or ₹15 cr, whichever is lower, per application.
P-DLI · Equity Co-investment
Beyond ₹15 crore
Only for companies already funded by VC/PE investors, on the same terms those investors set.
Exit Terms
1.5× total support, or 2× if repaid after 4 years
Seed/equity exit: pay back the higher of (aggregate seed funding + current market value of government-held equity) or 1.5× total support provided.

Deployment-Linked Incentive
Open to any applicant eligible under Categories 1 or 2. 9% reimbursement on net sales for 5 years, capped ₹30 cr per application and ₹120 cr per company (incl. group companies).
